Funding eligibility & the "Paysage" decree

The "Paysage" decree organises higher education in the Wallonia-Brussels Federation. "Finançabilité" (funding eligibility) states whether the Community funds your studies: it determines your right to enrol.

Key figures

60 credits

to pass within max. 2 enrolments for year 1 (block 1)

5 enrolments

maximum for a 180-credit bachelor's

4 enrolments

maximum for a 120-credit master's

1Success rules (2026-2027)

  • Block 1: you have 2 enrolments to pass the first 60 credits (a 3rd only as an exception, with the board's approval).
  • After a first year: 60 credits → block 2; 45–59 → retake failed courses first; 30–44 → repeat block 1; under 30 → reorientation advised.
  • Maximum 60 credits per year in your annual programme.
  • Maximum durations: 180-credit bachelor's = 5 enrolments; 60-credit master's = 2; 120-credit master's = 4.
  • Beyond these limits, you lose funding eligibility for that programme.

2Non-EU students: what's different

  • A non-EU student is not "fundable" by default, unless "assimilated" (e.g. long-term resident, refugee, Wallonia-Brussels Federation or development-cooperation scholarship holder…).
  • An institution may refuse to enrol a non-fundable student for that reason alone.
  • Non-assimilated students go through the international admission procedure, with a review of their file.
  • In practice: the quality and coherence of your application matter a lot.

3And for your residence permit

  • Every year, the Immigration Office checks your progress (credits passed) before renewing your permit.
  • The thresholds are explained in the "Visa & residence" tab.
